Carlos Ramirez
Corporate Safety Director, Pacific Coast Steel

Carlos has 12 years of experience in construction safety specializing in heavy construction, steel erection, crane safety, tilt-up, bridgework and heavy highway.  In addition to these specialized fields, Carlos has construction experience in engineered excavations, helicopter operations, concrete work, residential construction, environmental remediation, crane operations, interior build-out,  the MEP trades, demolition , and explosive ordinance disposal. 

He has overall responsibility for Pacific Coast Steel’s Corporate Safety & Training Program including shop, field, and office operations. Responsible for managing, evaluating and implementing the Company-wide Safety Program, including the Injury, Illness & Prevention Program, Fall Protection, Scaffold, Forklift, Column Erection, Rigging, Lockout/Tagout, Hazard Communication, Excavations, Emergency Action Plan, and other policies to comply with OSHA regulations.  Responsible for ensuring PCS’ employees understand company policies and receive training to do their jobs safely.  

From 2000-2005, Carlos was Construction Manager overseeing the Southwest region for a major construction insurance company and was subsequently promoted to the Operations Senior Management Team tasked with developing procedures and training requirements for all 400 Risk Engineers.  He authored the only account risk assessment tool tied to Zero Injury Study from the Construction Industry Institute.  This assessment tool is unique in the industry and is the platform for client risk assessment and service plan development.

In 1998, he was the OCIP Coordinator for the $200 Million San Diego Convention expansion project.  Responsibilities included development of various training programs, policies, procedures and medical protocols. Additional duties included review of contract language with adjustments to address safety issues, collaboration with Cal-OSHA San Diego to develop training for new compliance officers, and establishment of an OSHA partnership program.  He conducted regular conferences with the Owner, Construction Manager, and the Contractors to discuss safety concerns, scheduling issues and design challenges.  He conducted daily job-site inspections and made appropriate recommendations to Contractors and the Construction Manager.  He testified before City Council on issues relevant to the project and the unique nature of the Wrap-Up Project, and investigated, reported, and tracked all project injuries, accidents and incidents.  He also provided budget recommendations and reports for safety, security and insurance services to both the Owner and the City of San Diego.
