Eric B. Benson
President

Eric B. Benson is the President of Pacific Coast Steel, founded in 1992.  Eric has been instrumental in growing the organization from a small, local rebar subcontractor to a flourishing construction business with over 2250 employees. 

With almost twenty years of experience in senior management in the reinforcing steel industry, Mr. Benson has built a company focused on quality and customer service, while advancing a culture of continual improvement.  He invests in each and every employee and believes employee satisfaction is a key component to Pacific Coast Steel’s success. 

His key responsibilities include establishing the company’s objectives and performance standards, managing the corporation’s financial performance,  hiring key personnel, managing client and supplier relationships, and implementing growth strategies for the continued success of Pacific Coast Steel. 

Eric Benson began his career in the reinforcing steel business in 1987 as Chief Financial Officer of a leading rebar subcontractor.  His initial responsibilities included overall financial reporting for the organization and its related entities.  In 1990, Mr. Benson was promoted to Executive Vice President of that organization where his responsibilities expanded into operational aspects of the business including the evaluation of projects, design-build coordination, sales and estimating, field execution, shop fabrication, and various other related issues.

In 1992, Eric founded Pacific Coast Steel.  Since its inception, he has maintained a hands-on approach to guiding and managing its operations, and they have evolved into one of the largest and most capable reinforcing steel contractors in the United States.

Eric attended the University of Nevada, Las Vegas, where he received a bachelor’s degree in Business Administration in 1983.  He began his career in the accounting field, and relocated to San Diego, where he became a Certified Public Accountant and a manager in the firm’s tax division.

Jon M. Scurlock
Vice President – Operations

Jon Scurlock is Vice President of Operations for Pacific Coast Steel and responsible for field operations, including all fabrication and installation of steel for all construction projects, from metropolitan high rise construction to municipal water treatment facilities to bridges and highways.  Jon is accountable for quality execution of all projects in a safe, profitable and timely manner.  He is involved in all aspects of PCS’ growing business including business development and management, financial performance, client relations, field execution, and strategic management.  He manages a staff of project managers, detailers, and estimators.

Jon began his career in the reinforcing steel business in 1988 as a Pre-apprentice Ironworker for a local rebar subcontractor.  He quickly moved through the ranks and was subsequently promoted to Foreman in 1991.  Jon joined Pacific Coast Steel upon its' formation in 1992.   With his track record of accomplishments and success, Jon was promoted to Field Operations Manager in 1996. 

In 1999, Jon was promoted to Vice President of Operations, with responsibility for statewide field operations.  He currently is managing an operations workforce which includes more than 90 foremen and 800 field and shop workers.  He continues to be closely involved in project management with quarterly foreman meetings at each Pacific Coast Steel regional office.  His hands-on approach has proven to be instrumental in completing projects on time and within budget.

David A. Perkins, Esq.
Executive Vice President

David is Executive Vice President for Pacific Coast Steel. His responsibilities  include oversight of all contracting activities, business development, risk assessment/management, and claim minimization. David clearly has a wealth of industry knowledge and experience, and is highly regarded within the contracting community.

David Perkins is the former managing partner and co-founder of a San Diego based law firm founded in 1993.  In addition to his responsibility for management and oversight of the firm attorneys and staff, Mr. Perkins primarily practiced in the areas of civil, business and construction litigation. His areas of emphasis included complex delay / disruption / acceleration claims against public and private entities. He has been involved in multi-million dollar claims representing owners, general contractors, as well as large subcontractors.

David has authored and published local, regional and national articles relative to construction issues.  In addition, David has been a featured speaker at numerous forums and seminars regarding construction projects and claims. Recent seminar topics include annual legal updates for the construction industry, construction management and design build, mechanic’s liens, prompt pay, as well as customized presentations for individual clients. He has also been the general counsel for the American Subcontractors Association, as well as a representative for the Associated General Contractors, San Diego Chapter, at local City Council meetings.

Throughout his career, David has been actively involved in community issues in San Diego County. From June 1991 to 1996, David served as the alternate public member on the Local Agency Formation Commission (LAFCO). He was initially nominated and elected to serve the un-expired term of Assemblyman Mike Gotch. Thereafter, he was confirmed to serve for another full four-year term.

 Mr. Perkins has been appointed by the Board of Governors of the State Bar of California to serve as an arbitrator on statewide arbitration issues. He is also an arbitrator for the San Diego County Bar Association.

Mr. Perkins earned a Bachelor of Arts degree in Economics from the University of California, Berkeley and went on to receive his Juris Doctor degree from the University of San Diego School of Law.

Kent McBeth, MBA
Chief Financial Officer

Kent McBeth is the Chief Financial Officer for Pacific Coast Steel. He is responsible for the financial performance, reporting and forecasting activities of the business. He manages relations with financial and bonding institutions and oversees the corporate accounting staff.

Kent has 17 years of experience in corporate finance and risk management, serving as Vice President in the commercial banking division of three major financial institutions:  Bank of America, Union Bank of California, and U.S. Bank.  During his career in banking, he had various assignments in lending group and portfolio management.  Kent joined Pacific Coast Steel as its Chief Financial Officer in 2000.

Kent graduated in 1981 from Brigham Young University with a major in accounting and minor in economics.  He continued at BYU for his post-graduate studies and received an MBA in corporate finance in 1983.

Howard Bennion
Vice President

Howard Bennion is a Vice President of Sales at Pacific Coast Steel. Howard manages business development, and estimating for all divisions within Pacific Coast Steel, and is responsible for bidding in the Northern California and Northern Nevada regions. He currently oversees a staff of estimators, and supporting administrative staff in Northern California. His track record for success in Southern California should prove an asset as he develops client relations and business in the Northern Division.

After completing two years of undergraduate courses at Brigham Young University Howard elected to move full-time into construction and moved to San Diego, California. He started his career in the reinforcing steel business as an ironworker with a local steel company in 1986. He advanced quickly to the role of field superintendent ultimately responsible for 70+ ironworkers and the supervision of all project management and detailing. Howard moved to a larger reinforcing steel company in 1991 as senior project manager with similar responsibilities where he met Eric Benson.

In 1992, Howard joined Eric Benson as a member of management team that founded Pacific Coast Steel. During the first few years of operation, Howard was responsible for managing the detailing, estimating field labor and project management. He developed innovative systems and software applications for estimating, sales and project management. As the company grew, his responsibilities gradually turned to contract management and oversight of sales and estimating for San Diego, Los Angeles and Bay Area Markets.

Howard believes in giving back to the community and is very active in coaching youth sports, Inter-faith charities and other volunteer organizations.

Bing Drastrup
Vice President

Bing Drastrup joined Pacific Coast Steel’s management team in 2005, following a 20-year career as President of one of California’s largest reinforcing steel specialty contractors. Bing has been an important figure in the executive ranks of the California reinforcing steel industry for more than 30 years, and is well known and respected by contractors, suppliers, and competitors alike.  He is proficient in all aspects of the rebar and post-tensioning business, including bidding, contracting, purchasing, finance, insurance, legal, and shop and field operations. He has held management positions in all major metropolitan markets in California, including San Francisco and Los Angeles.  Over the years, he has been responsible for the development and evolving practices of contracting philosophy within the industry, and has provided training and development to countless individuals now working throughout the industry.

His main responsibilities at Pacific Coast Steellude bidding and contracting for work in the Greater San Diego and Southern Nevada region.  In addition, his corporate responsibilities include major materials purchasing, contracting and estimating management, and new market development.  With his proven track record of success, he will play a significant role in the growth of Pacific Coast Steel.

Bing is a graduate of La Jolla High School, and San Diego State University with a B.S. Degree in Business Administration; and has done graduate work at California State College at Long Beach towards a Master Degree in Marketing.

Lee Albright, MBA
Vice President

Lee Albright is Vice President for Pacific Coast Steel’s Los Angeles operations.  She is responsible for the financial profitability of PCS’ Southern CA division, including business development, contract execution, client relations, and project management.  Since her arrival at PCS, the LA region continues to grow, with strides from increased productivity to record sales to strong profitability for the company.

Lee began her career in the reinforcing steel business in 1978 as a sales assistant for a post tension steel supplier and installer, and was rapidly promoted to Operation Manager within two years.  In 1981, she began selling pre-cast concrete structural framing systems, and four years later became Project Manager responsible for sales and the overall profitability of a division within a major reinforcing steel company. Lee grew the business from $15 Million to $75 Million in revenue in just five years.  She was promoted to General Manager in charge of fabrication producing $30 Million in annual revenue.

Lee received her Masters of Business Administration in Finance in 1995, and Bachelor’s Degree in Marketing in 1987 from Cal State University Fullerton.

Colleen Boretto
Vice President

Colleen Boretto is Vice President of Contracting for Pacific Coast Steel. She is responsible for business development in existing and emerging geographic markets, and contract oversight including streamlining key business activities across the Pacific Northwest. She joined PCS in 2007 with over 25 years of construction experience including prior positions as Vice President of Lennar Urban Development for Southern California, Vice President of Preconstruction & Estimating for Webcor Builders in San Diego & Los Angeles, and 12 years of experience with Swinerton Builders throughout California as a Project Executive.

Prior project involvement includes project management and preconstruction on projects such as; A-Town (42 acre development Anaheim), Breeza (San Diego), Central Park (Irvine), Broadway 655 Office Building (San Diego), Sorrento Towers (San Diego), DreamWorks Campus (Glendale), LAX Control Tower (Los Angeles), Marriott Hotel (San Diego), Seahaus (La Jolla) and many others.

Colleen’s vast construction experience and strong business acumen is an asset to Pacific Coast Steel as they continue to grow across various geographic markets. Her in depth knowledge of construction in working for a prestigious real estate developer and reputable general contractor will allow Pacific Coast Steel to maintain and improve customer relations.

 
 

Jennifer Martin, MBA, AIC
Risk Manager

Jennifer Martin is the Risk Manager for Pacific Coast Steel. She has 15 years of extensive risk management experience and is responsible for overall risk control of a growing construction business. Responsibilities include managing the Company’s business, contractual, and operational risk. She oversees the company insurance program, including workers’ compensation and general liability, conducts loss forecasting, manages broker and carrier relations, clams management, contractual risk transfer and oversees injury counseling for disabled employees. She has developed and launched the first Risk Management Information System of it's kind for specialty contractors, and has accepted the American General Contractors Award for Safety Excellence on behalf of Pacific Coast Steel. She collaborates with the Safety Director on compliance with OSHA, regulations, and the safety program.

Jennifer’s prior experience included working for a Chicago-based insurance brokerage firm, where she was an Account Executive, responsible for the risk management strategy of clients in the construction, senior housing, transportation, and commercial real estate industries, both domestic and international.  She served as the OCIP manager for several wrap up programs including a rolling program and an Owner Controlled Program for a premier high-rise multi-use building in downtonwn Chicago.  She spent the early part of her career with State Farm Insurance, handling liability, workers' compensation, and automobile claims.   

Jennifer received her Master of Business Administration from Loyola University, Chicago, in 1999 and Bachelor of Business Administration from University of California, Riverside in 1993.
